Cable (xfinity)

Hello, I’m dumping direct tv, I have xfinity for internet and have there basic tv package (which I never use). My question is do I have to upgrade my cable (xfinity) package to continue to stream “watch with cable” apps on ROKU?

No, download the Roku / xFinity Beta app. (... it leaves a lot to be desired) and your good to go.
