Not all apps are available in all regions. You didn't say where you are, so I'm guessing you are outside the U.S. I don't know if Starz has authorized their app to run on Roku outside the U.S.
All app developers pick where the app will work. The fact that a service may otherwise be available there doesn't matter. It's the app developer who chooses in which countries they will support the Roku app.
