viewing indoor camera on a TV that is on a different network than the camera

Can the Roku camera 360 display on a Roku stick when they are on different networks but set up using the Roku account.  Monitor a vacation home from main home

I don't think so.  I'm pretty sure they have to be on the same network.  I wanted to try this experiment, but I don't have a camera connected right now:

Leave the camera connected to your network and connect the Roku stick to your phone's hotspot.  I think that should simulate what you're wanting to do.  I'm betting it won't be able to find the camera.  You should be able to view the camera on the phone, but I don't think I've tried that either.
