In addition to the community streaming expert post above, yes, you may download the recordings on your phone. However, if they have been past 14 days, we don't have an option to retrieve them.

Furthermore, you may visit this support article on how to set up and view recordings on your Roku Smart Home camera or video doorbell

If you have a subscription, videos are only available for 14 days and you can save them to your phone using the Smart Home app.  If you don't have a subscription and don't have an SD card, there were never any videos in the first place.
