That shouldn't be necessary. If I set Notifications Off in the Android App, then there should be no notifications, period. Wouldn't matter how many Roku devices I had.
There are so many things wrong with using these cameras now - especially the very recent loss of the ability to zoom in and out in the App - that Notifications are the least of them.
I've ordered another brand of camera and will see if they live up to their reviews. These Roku cameras have been a HUGE disappointment.

No. NOT SOLVED. DO NOT MARK THIS AS SOLVED.
THIS IS WIDESPREAD AND UNACCEPTABLE. I CAN NOT LOG ONTO ANOTHER CAMERA NOW. IT IS NOT CLOSE TO SOLVED.
This is also what I have been going through. Then one time it zooms and things seem ok. ONCE. Then back to almost useless. Have you been hacked?
The Zoom problem is NOT solved until it's really Solved. A "future update" doesn't help at all. With Roku's track record the "future update" might not work or break something else.
I hope Roku thoroughly tests this "future update", as well as every update they put out to ensure there are no negative side effects. Apparently they've not been doing this well at all.
