Why are Roku recommendations so random, irrelevant and not personalized to the customer? Why/how are they so bad? The recommendations seem to have no relevancy, no rhyme or reason whatsoever. Is it an algorithm, or is Roku just randomly spitting out Series / Movies they get paid to advertise & recommend to roku's customers?

If you have privacy settings set to not allow ad personalization and similar, then it has little data to use to make recommendations.
