Allowed to rebroadcast on a local network?

I want to re-broadcast a free Roku channel through a HD to COAX modulator to multiple hard-wired coax televisions in an office.  Is this allowed/legal on Roku's service?  Can someone point me to the documentation that says this is/isn't allowed?  If it's not, does anyone have a better solution?  I don't have the ability to install a Roku device on each television and I need them to be in sync with each other.
