problem with country selection in connecting account with PayPal

I am new to Roku & am trying to setup Roku pay with my PayPal account. I keep getting an error message that I need to select the right country for billing address. I'm in the United States, but it won't accept that. I'm quite frustrated. Any help is appreciated.
