If a neighbor is accessing your Roku TV, then it would be through the Roku app on a mobile device which is connected to the same network as your TV. If he has a "point anywhere" remote, it would have to first have been paired to your specific set, and also be within range. Change the password on your network.
One other thing to check. On your TV go to Settings > System > About. The email address shown is the one associated with the Roku account to which the set is linked. Is this your own email address or something different?
