My account got charged for$9.99 for "Roku for Peacock TV" and I have no subscription with them...I have never even heard of this channel before I saw the charge in my bank statement. I went on my roku account to "manage subscriptions" but there is no subscription for peacock tv on my roku account.
Is this a scam of some kind? Is this not actually roku billing me?

It may well be. Scammers can call their charges anything they like. Giving them a legitimate sounding name can let them go longer without being detected.
You ever get this resolved because this is happening to me now
Hi @Erikb2390, typically if you see in your bank statements the description "Roku for" followed by a channel name, that would mean it is a charge coming directly from Roku. In order to get more details on this we will be reaching out through direct message. Keep on a look out in your inbox so we can assist you with this billing concern!

The typical description for subscription charges through Roku Pay would be in the form "Roku for XXXXX". But that does not necessarily mean the charge really IS from Roku. Scammers can enter any description they like when placing bogus charges, and a scammer worth his salt will use a description that mimics a legitimate charge.
