Please be aware that in order to create a Roku account, per the Roku Terms and Conditions, you must be at least 18 years of age (or of legal age/age of majority in your country).

One of the replies suggested that you make the account in another browser. I did that and that wasn’t enough so I changed my birthday year so I’d be 18 and it began creating my account!
They will also want you to give them your debit/credit card information or something along those lines but before they’ll ask you to create a pin for purchases and adding new channels.
