Roku Account - Payment Method "Forbidden"?

I am attempting to create a Roku account so that I can set up my new Roku Express. However, on attempting to enter a payment method, I receive an error message saying "Forbidden". I've checked I've typed in all the details correctly, so what am I doing wrong?
