If you have a cable or satellite subscription that includes TLC, then all content is 'free'. Otherwise, only some content is available for free while others are locked. You would need to subscribe to Discovery Plus to get all TLC shows.
When you first open the app, you will be prompted with a screen somewhat like this to either 'link TV provider' or select 'maybe later':
