I bought IP camera pro and while it's not a lot of money, when hundreds of people don't ask for a refund, it really adds up for the author even if his code doesn't work.
In this case, IP camera viewer pro says it works with RTSP cameras but nope, it does not and many others are complaining about it also.

I see no options being offered by Roku for initiating refunds or it's well hidden or it's so obvious that I'm not seeing it. Can someone let me know what the process is since the author is not responding to anyone.

There aren't any options for refund, just account issues and non of the drop downs list what I need so keep getting sent back to the community.
This is silly. I'm spending more time than I care on this. I keep getting sent back to community even after finding the bill and clicking on the 'contact support' option.

Not too hopeful sounding, but you could try and see if there's an exception in this case.
I notice that the developer also has "IP Camera Viewer – Basic" for free. I don't know if you tried that, but I think with a lot of these apps, the developer expects you to use the free one as a test.
On Roku's support site, the trick is to be look for a button labeled "Need more help" which leads to the page with chat, email and phone options. If you never get the button, go back and change an answer or two.

The Roku policy is interestingly harsh and final yet they want us to feel confident about wanting to pay for services through them. Their policy makes it hard to want to do that.
See if you can find a postal address for developer and write a letter about miselling their product and claim a refund?
Complain on twitter if you can find more details?
He's not hard to find, he has a github page. The point is that many of us paid through Roku which should be in some way or another vetting third party vendors they are going to list on their site.
