Can a guest download a premium channel or show that has a fee without my Roku password?
You can put the Roku in Guest Mode. https://support.roku.com/article/360015612834
They can then log in with their Roku account and do the stuff they want without impacting your account.

I am just wanting to make sure no one can purchase a premium channel or show that would be billed to my charge. There may be people that do not have their own Roku service d as o the guest mode may not work. Maybe if I set up a PIN?
A PIN would do that, sure. But they'd still be on your account. If they remove an app, it gets removed from all devices on the account. PINs only can protect purchases, or purchases and adding apps. Removing apps isn't protected.

I sure appreciate your help with this. It is password protected - does that prevent guests from making any deletions or purchases?
There is PIN functionality, which is a password of sorts. It can prevent apps from being added, or purchases. It cannot prevent deletions. That's why I suggested Guest Mode.
If they don't have a Roku account, you could go so far as to create a second Roku account and install free apps only, and set it up for the guests. (I'm thinking you're talking about a rental or AirBnB situation.) That way, if they did screw around, they wouldn't accomplish anything that impacted you.
