Why I don't have the new dynamic and other background thing in my settings

I set up a Roku Hisense tv and I was looking around my background settings and I was confused why there's only the default and other options but I don't see any dynamic, new or other backgrounds and even sounds.

    1. Press the Home button on your Roku remote.
    2. Scroll up or down and select Settings.
    3. Select Theme.
    4. Select Change theme
