Why does the Screensaver not activate when paused

New Roku Pro TV 75" ... why does the screensaver NOT activate when TV is paused? This happens mainly when watching movies or documentaries on Amazon and Netflix. I mean, a screensaver is there for a reason, yet it will not activate and only a still frame picture remains on the TV forever until pause is activated again to continue watching the movie.
