Wallpaper replaced with full-screen ad despite "Sponsored wallpapers" being set to "Off"

As of today, my selected wallpaper has been replaced by an intrusive full-screen ad for Severance, and this ignores any attempt to change back to my selected wallpaper. Besides the aggravation factor...

Settings > System > Power > System Restart

This was the only thing that helped me too! I had all other things turned off as well. 
Hopefully this will help others to do this right away after turning all others off!
