Voice remote won't pair to non smart onn tv

I have a onn brand tv that is not smart or Roku and I can't get my voice remote to control it. I go to enter the brand and it tells me it's not recognizing it. I tried numerous other brands and it also told me the same.

    I finally got it to work. For anyone who may see this later and is having the same issue, Initially it was not showing me any brands so i reset my Roku and then it let me choose, after that none of the ONN codes worked, I waited a while and went directly up to my tv and pointed the remote at the sensor maybe 6 inches away from the tv and it worked immediately!
