Unable to toggle to apps or settings using Roku device

I have two Roku devices/remotes.  One is working fine, but the other powers on but I can't toggle to any of the apps or even settings.  My WiFi is working properly.  I've tried unplugging the Roku stick and that doesn't help.  It's like the remote if frozen (I can the TV off and on with it), but just can't get any further than the apps screen.

    The TV controls and the Roku controls are completely separate.  On the non-working device's Home Screen, does it display "Not connected" in the upper right corner?  If it shows the correct time, you may need to pair the remote again.  If it shows "Not connected", that may indicate an issue with the Wi-Fi receiver that's embedded in the USB cable.
