Let's see if this will work for you.
- Reboot the Roku remote
-For a Roku voice remote - reset it by pressing and holding the Back and Home buttons for about 20 seconds.
-For the Roku TV remote - remove and reinsert the batteries. - System restart: go to Home > Settings > System > Power (if available) > System Restart.

I had the same issue last week. Resetting the Roku remote resolved it.

If you want to see if your remote is stuck sending a power on/off command (or any command) get your cell phone out, turn on the camera and aim it at the front of the remote. If you see a constant light flashing and you are NOT pressing any buttons on the remote then it's likely it's stuck. Might be a dirty remote power button. Maybe something got spilled on it or something sticky was on a finger one time when you pressed the power button. Just sayin'...
