Tv sound has an echo, tv speakers, no other output

I am watching tv, and there’s a pulsating static sound and it sounds like there’s 10 lagging echos following each noise. Everything is up to date, I don’t have another audio output, it sounds like I’m listening to a concert live streamed by an android or something. Help
