Tell roku tv says error 003 everything i try to connect it to internet

I just got a tcl roku tv used and it will not connect to the internet. Every time I try it comes up with the message "can't update software. Please wait a few minutes and try again". I have tried unplugging it and plugging it back in, factory resetting it and going to the system updates directly. The issue being it wants me to download the update on a USB from a computer and connect it to the tv. I am unable to do that as I dont have a computer or laptop. What can I do?

    Can you please provide the following information?

    • Roku device model, serial number, device ID, and OS version. (This can all be found in Settings > System > About)
    • Tracker ID (when you see this issue occur, press the Home button 5 times, followed by the Back button 5 times, and provide us with this ID)
