TCL ROKU TV won’t discover ANY Bluetooth devices

I have a new TCL Roku tv. It won’t discover any Bluetooth devices. I just purchased a Roku Soundbar and Subwoofer but they are unable to pair as well. I followed all the troubleshooting suggestions to no avail. Any ideas?

    Hook up the roku soundbar via HDMI it has to be set-up first. Follow the on screen steps. Then pair your subwoofer to the soundbar secondly. Then connect to ur tv after
