I mostly use the tv for gaming (never noticed this happening while using apps before). I switched from hdmi port 1 to 2 and it seems to have gone away almost entirely. Although it will sometimes persist even with the hdmi unplugged. So maybe it's not actually related to the hdmi at all I'm not sure. I did unplug it (power cycle?) which worked for a while but it came back eventually.
