Side pop up menu scrolls and won’t let me choose an option

I have a 50in onn roku tv and the side pop up menu comes on when I turn on the tv and just keeps scrolling, it will not let me choose an option at all, I have done a reset a few times and checked all buttons to make sure nothing is stuck and I just can’t figure it out!! Help this tv is literally brand new. I have changed remote batteries as well.

    What happens if you take the batteries out of the remote and then plug in the TV?  If it's OK, then put the batteries in the remote and see what happens.
