Settings menu does not appear

Just set up a new Roku express for a secon tv in the house. Everything completed until it said I must link it to an account and directed us to go to settings. There is no settings option/menu popping up. It just keeps going thru setup mode with , scan for wifi, language, software update. We’ve done it at least 6 times. Therefore we cannot watch tv or see the apps screen until we link to an account? Help!
