Setting up remote for tv control turns off tv

I have a Westinghouse tv, I’m trying to set up my Roku remote to control the tv but when testing the tv codes, it turns the tv off and I think the Roku as well when I enter yes on the 13th tv code

It sounds like one code set's mute is another code set's power code.

Have you tried turning it back on?  (Use the TV remote)

    Yes I tried it again and it did the same thing
