Roku voice remote not pairing after factory reset.

Ive tried everything, held the two buttons for 5 seconds, reset it by holding for 20 seconds and now its unplugged while i find a solution, i had to reset the streaming box anyways because it was saying that the wifi hardware was missing, i cant get past the language screen and the remote refuses to connect even though it was working fine prior to the reset, any help would be appreciated.
