Roku voice pro remote shows 94% bur still needs charging
Remote dead but under settings, shows 94%. Charges up ok but is that normal for the %?

That is not normal. I've seen my remote be usable down to 0%. It may just be reporting the charge incorrectly. Are you getting a reasonable amount of time between recharges? I think my remote goes weeks or a couple of months before I have to recharge it, but it doesn't get a whole lot of use.
I get maybe 3-4 days tops but it doesn’t take more than an hour to charge back up to 100%.
