Roku tv not pairing with new remote. Wifi is not set up on tv yet.

I have a Onn. roku tv that I have lost the remote to while moving. I have purchased a new remote with the pairing button. However, I am unable to get the remote to pair. I have unpluged the tv and taken the batteries out of the remote. I plugged the tv back in, replaced the batteries, and hit the pairing button. It blinks but never connects. I have the app on my phone, but I am assuming that since my wifi is different now that is why the app is not finding the tv. I tried resetting the tv also, and now I'm stuck at select a language. Any suggestions are greatly appreciated.
