If by the options screen, you mean the Home Screen (the one with the apps and left side menu), then yes, that is normal/expected behavior.
When a Roku device boots up/wakes from sleep, or a RokuTV is turned on, the user is presented the Home Screen.
On a Roku device, pressing the Power button is merely a TV control so will simply turn off TV (potentially allowing for streaming to continue in background using data). On a RokuTV, pressing the Power button simultaneously returns to Home Screen (thus stopping streaming and data usage) as well as powering down the RokuTV.
