Roku goes back to options menu after turning off after watching the Live TV
I've finished watching LiveTV, I turn off television, turn back on television and instead of it coming back to LiveTV, it goes to the options screen. (is it me, or the tv)

If by the options screen, you mean the Home Screen (the one with the apps and left side menu), then yes, that is normal/expected behavior.
When a Roku device boots up/wakes from sleep, or a RokuTV is turned on, the user is presented the Home Screen.
On a Roku device, pressing the Power button is merely a TV control so will simply turn off TV (potentially allowing for streaming to continue in background using data). On a RokuTV, pressing the Power button simultaneously returns to Home Screen (thus stopping streaming and data usage) as well as powering down the RokuTV.
