Roku android app dumb TV power and volume

Can the Roku android app control the power and volume of a dumb Toshiba tv? I really want a lighted Roku remote. The phone app sorta works, but without tv power and volume control, it doesn't solve the problem.

    The roku remote usually controls the TV via IR.  Most phones don’t have IR emitters.  There are A FEW, but maybe not enough for Roku to worry about.  Then again, if you have a phone with an IR emitter, maybe it came with or can run some universal remote app that includes Roku codes?
