Roku devices don't shut off. At best they go into a "power saving" mode if available and if enabled. If you have a power button on your Roku remote it's strictly for the TV. Get in the habit of pressing the Home button before turning off the TV if you want to stop streaming.

This worked for me on my Streambar:
From the Home Screen:
Scroll to Settings >select
Scroll to System >select
Scroll to Advanced system settings >select
Scroll to LED >select
Set to Off
Return to home then give it a try.
