No option to set time in system settings menu

Hello!  We have an Element Roku TV, Model E4AA55R, Hardware C805X, Software version 14.0, Device ID S06VC08XXPL2.  

It was purchased 4 years ago and there has never been an option to set the time.  It has always been 1 hour off.  Its not on store mode and resetting has not corrected the issue.

Any help would be greatly appreciated.
