New steaming se soundbar no tv off and on

Just upgraded from an older soundbar  to a new one Roku Streambar # and can’t get the tv power to work with the remote. It worked on the old soundbar from 2020. TV is Element - about 5 years old. There is no green pairing light and no voice remote. Tv shortcut is checked. Any ideas

    Streambar SE comes with an IR remote, the IR commands mapped to power  and volume keys can not be changed ever. It has Roku CEC commands on them, meaning it will only work with a TV that accepts cec commands.
