Most 32 " Roku tvs come with IR remotes, meaning there nothing to pair. It either works or it doesn't. Check to see if the remote is emitting an IR signal via cellphone camera, point it at the camera if you see flashes it's working, no flashes its faulty.

The remote flashes it just isn’t connected to the tv, I also bought another remote that was the same exact thing and it would not connect either.

Again, IR remotes do not "connect" to the TV. If the remote works and the IR receiver window on the TV isn't blocked, then it just works. But if it won't respond to a remote and everything else checks out, then there's something wrong with the TV and Hisense would need to address it. Did you try the Roku app on a phone and see if you can control the TV? That would at least indicate the TV itself is still functioning.

Most Roku TVs come with an IR remote, which does not "pair" with the TV. They simply work or don't. Make certain nothing is blocking the IR receiving window on the TV (somewhere along the bottom edge of the TV). Check the remote to ensure the batteries are installed correctly (some have both batteries facing the same way, while others flip the direction of one). Of course, make sure the batteries themselves are good.

If you have a Voice Remote, then it is WiFi Direct and does need pairing. Since you state your TV isn't connected to WiFi, I'm assuming it's connected via Ethernet. Either way it's connected to your network, and the Roku app on a phone or tablet should be able to connect to and control your TV. You can then get to the Settings/Remote menu and re-pair the remote using that menu.

If it's not a Voice Remote, then it is IR only, and you can test it for functionality by viewing the end of the remote through a digital camera (like the camera on your phone). Every time you press a remote button you should see a flashing light at the end of the remote. No flash, the remote is probably broken. If it is broken, you can't use an IR remote for a Roku player, it must be specifically for a Roku TV (they use different codes).
