Are you using any kind of VPN or content/ad blocker? Not that the codes are all that helpful, but do you get any error message or code when it tries to connect?
Most phones will disconnect from the network when put into hotspot mode or otherwise bypass it and just use the cellular network for an Internet connection. That's why it's a good test to see if there's something about the user's network that's keeping a Roku device from connecting.
Well I figured it out my wife had turned the TV off in the parental controls on the router. I feel.kinda stupid lol.
