Factory reset Roku express, remote can’t connect!!!!

I factory rest my Roku express and my voice remote cannot connect. When I reset the device it only popped up with a let’s get started screen and the option to choose my language. I don’t have a pairing button on my voice remote and I have already tried holding the back and home to pair but it wouldn’t connect.

    When you hold the Home and Back buttons does the green light start flashing on the remote?  Have you tried new batteries?
