Certain apps don't work via phone tether

I have a Hisense Roku tv and I'm currently tethering it to my phone as I don't have broadband set up yet.

The iPlayer and Channel 4 apps do not work, simply saying "this isn't available right now" ITV X, YouTube and others work fine.

Why?
