Cannot adjust picture quality settings or connect phone to TV

Clicking the star over any input in picture settings plays a noise and doesn't do anything. I need to adjust the settings to use my TV as a monitor and am currently unable to. In addition, although I am on the same WIFI network and am not using a VPN, I am unable to connect my phone to my TV.

    We're glad to assist you with your inquiry. Please try to power cycle your Roku device by unplugging it from the power outlet and plugging it back again. This may clear out any temporary data and resolve any temporary performance issues. You can also restart the system by going to Settings > System > Power > System restart (if you do not see a Power submenu, skip to the next step). After doing so, please check out this support article on how to connect your phone to a Roku streaming device with the Roku mobile app. Make sure to follow all the steps and that you do not miss any troubleshooting steps in the article.
