Can Roku device be used in foreign country, ie Philippines?

We appreciate you for your inquiry, and we'd be more than glad to assist. Kindly be advised that Roku devices will work in any region. However, there will be channels that are currently unsupported and unavailable since Roku is not officially supported in that region, and based on the channel's discretion.

Additionally, the known supported channels are YouTube and Netflix which can be played on Roku in any region globally.
