Can’t connect remote to stick after factory reset

I purchased a Roku express online and it didn’t come with a remote so I bought a Roku voice remote since it said it can connect to most Roku streaming devices. It won’t pair the remote without the device being connected to WiFi so I have no way of getting past the select language screen. The remote is brand new and the batteries work since it lights up into pairing mode when I put them in.Any help would be great

    You do not need the Roku setup for Wifi before you can pair the Roku remote. 

    What model is the express, if it's 3700 or 3710 Express/Express+ then you're out of luck because those models only respond to IR ROKU remotes. All other models of Roku Express should pair with Roku wifi remote. Since it didn't come with a remote than its used and we don't know what condition it's in?
