You need to factory reset your Roku device and start over. It's far too easy to create an account in the wrong region, which appears to be your problem. Close your current Roku account or create a new one with a different email address. Clear your browser cookies or use a private or incognito browser window and make sure you're not using a VPN or anything that might mask your true location.
Did you get anywhere with this. I've followed the advice, selecting the appropriate UK option and adding a payment method (which is UK based); but nonetheless it very much appears that my Roku TV and my Roku account think I'm in the USA. I'm not, I'm in the UK (oddly enough, also in Gloucestershire).
