A way to get color bars on screen?

Trying to set my color. Is there a way to get color bars on screen? Is there a app that shows them?

    Before we proceed, could you please provide more information about the color bars you are referring to? Is this a theme or screensaver? We would also appreciate an image of it for reference. (How do I insert an image in a post)
