40" Hisense Roku TV is waaay too loud.

The volume on my new TV is way too loud. 1 barely makes sound, 2 is quiet, 3 is a normal sound level, and 4 can be heard across the house. I dont even have the volume at 5% and it's hurting my ears. How do I turn it down?
