Smart home app notifications going to Apple Watch only

I think that's an Apple thing.  I am not an Apple person, but I seem to recall something similar with a family member and notifications for something only going to the watch.  I'd be willing to bet that's the way Apple devices work, but maybe someone that is an Apple person can give better information.

    While troubleshooting another issue I re-paired the watch to the phone and restarted both devices. I am now receiving notifications on both devices.
