I am also having this problem. All steps suggested above were unhelpful.
I sent mine back and got a refund. None of the suggestions worked.
I think I bought the one that everyone here keeps returning bought a total of 4. 3 function properly and the 4th one will not start flashing out of the box. Just said red after repeating all the steps in this forum 100 + times
