Cannot Roku Smart Home App on Google Play Due to Not Available in Country

I'm Canadian, but purchased the Roku Outdoor Smart Plug in the USA and am using it at my trailer in the USA.  I'm not able to download the Roku Smart Home App because it says it's not available in my country.  My location services are on and i granted Google Play access to my location, but it did not fix the issue.  What can I do?
