IIS Smooth Streaming is supported, but you have to tell the player that it's a smooth stream. I'm not clear on how ISX playlists relate to Smooth Streaming, but you'll need an ISM Manifest to work with the Roku, and you'll need to set the StreamFormat to "ism".
